It looks like this is, or probably rather was, a bug in dhclient. It
should not get stuck forever waiting to release an IP address.

Debian ISC DHCP maintainers: I see similar bugs in isc-dhcp-client's bug
history. If this was a known issue that has been fixed, please close it.
