libpam-elogind depends

Greetings,

Does libpam-elogind replace libpam-systemd?   and if so, is it enough to
add a "Provides" to the package to say it provides "libpam-systemd".  this
would possibly help with a lot of package that have a libpam-systemd
dependency that can't be met without either systemd-sysv or systemd-shim.
and of course systemd-shim is discontinued and sysvinit-core and
systemd-sysv cannot be installed at the same time.
