Please let’s not go there. Just accept that this idea, originating

No, not /bin. If it must be in one of these, /sbin would apply,
but I’d personally say /lib/init/ is a good place except if the
local administrator is supposed to change them.

sounds the most right, but AIUI we don’t have that under / and
for just two more files, /lib/init/ (which already exists and
