Luckily, it does exists. Since recent Debian Policy (4.1.5?), Debian at
last adopted FHS-3.0, which have /usr/libexec:

	$ dpkg -L debian-policy
	[...]
	/usr/share/doc/debian-policy/fhs
	/usr/share/doc/debian-policy/fhs/fhs-3.0.html
	/usr/share/doc/debian-policy/fhs/fhs-3.0.pdf.gz
	/usr/share/doc/debian-policy/fhs/fhs-3.0.txt.gz
