It would be nice to have stretch->buster upgrades just work for anyone using
file-rc without their needing to know about a special version in experimental.
If we're going to point people to experimental it might be better to have a
new version of file-rc in experimental (can we do that?) which Provides:
sysv-rc which I think should satisfy the existing dependencies.
