Do you mean having the sysvinit source package generate the file-rc binary
package, or making this style of boot configurable on all SysV systems by some
configuration option instead of by installing a package?

I don't have any strong opinions on that, but since the packaging has already
been done for the current setup it seems like it might be easiest just to keep
it as-is.
