There's no need to wait for the policy -- the Policy gets released every a
few months; what's important is no objections.  And the only precedent for
this scheme (switching dbus to systemd-dbus (AKA user-session)) was switched
on 2016-08-15 yet documented in the Policy only on 2018-12-23.

We're 6 weeks before the freeze, right now any GUI desktops are
uninstallable because of the libpam-systemd breakage.  If that's not worthy
of a RC severity I don't know what is.
