Bug#926545: startpar: option -v is not present in manual

Manual page startpar(8) does not mention `-v' (version) option, while it
is present

	$ /lib/startpar/startpar -v
	startpar version 0.61

and actually used in /etc/rc script. Please, either remove or document
it.
