For an experimental upload, I think Dmitry's LSB changes should be
revert and discussed again.  the revertion is in Dmitry's branch
'wip/revert-lsb-headers', or you can cherry-pick the other commits.

@Dmitry, I appreciate if you could open bugs for $local_fs and $all
modifications in initscripts.  I don't like $all either.  We will move
on after a concensus is made.
