So, I have just pushed to Debian/sysvinit a new branch
wip/debian/2.91, fast-forwarded from master (which includes the latest
changes by Dmitry), and updated to the latest upstream (v2.91). The
branch also includes all the updates I had made on my personal branch
as well. Please have a look at:

  https://salsa.debian.org/debian/sysvinit/tree/wip/debian/2.91

I guess we could try a build for experimental, and I would suggest to
rebase any new change on the package on that branch. 

Comments are welcome. I guess Dmitry is subscribed to this list, but I
CC-ed him anyway.
