I have pushed this for review to https://git.devuan.org/LeePen/elogind

There are 3 branches:
 - master for all shared De[vu|bi]an work and merging upstream
 - separate debian and devuan branches

The  differences between the distro branches are pretty small.

I think the final destination will be https://git.devian.org/devuan-packages/elogind
