I have changed to testing with cinnamon and broadly the results seem the same on
sid: everything works for me apart from restart/shutdown which just causes a
logout. 

Depending on your usage/point of view, that is either a major issue, a minor
inconvenience or a feature! ;)

This is back to using polkit from unstable. I have yet to be able to use
polkit/experimental linked against libelogind0 as cinnamon requires
policykit-1-gnome and there is no experimental version of that.

I have built a new version of elogind with the latest v239.2 pre-release fixes
(pushed to https://git.devuan.org/LeePen/elogind/commits/debian_WIP).  There is
a new busctl command which produces nicer output than dbus-monitor.
