Yes, you need to rebuild policykit-1 against elogind but this is not
enough to avoid interactions with the corresponding packages built for
systemd. In Devuan we renamed the corresponding libpolkit-agent,
libpolkit-backend and libpolkit-gobject adding the "-elogind" suffix,
and making them Provides: and Replaces: the corresponding
libpolkit-agent (-backend, -gobject) package.

In the case of Devuan, those packages also Conflicts: with the
corresponding polkit packages compiled for consolekit.
