New upstream version of elogind: 239.3

Upstream version 239.3 of elogind was released this morning. I have updated the
packaging.

For review, it is available at
https://git.devuan.org/LeePen/elogind/tree/debian.

This version includes much improved and accurate documentation and forms the
basis of what I think we should try to get into buster as soon as
possible. Particularly as it still has to pass through NEW again.

I have also updated the AppStream license to a valid single entity (CC0-1.0).
